Dr. LEUNG Hip-hung

ipsn Chair (Japan)

Dr. Leung is a director of Soin Esthetic Association. He holds a Bachelor and a Doctoral degree in Engineering and is a Chartered Engineer.

Dr. Leung has extensive experience in the education and training field.   He started his career in the teaching profession as a lecturer in a technical institute and progressed subsequently to a Principal in heading an Institute of Vocational Education.  Before his retirement from the Vocational Training Council in December 2013, Dr. Leung was a Senior Assistant Executive Director taking charge of various training activities of different industries in Hong Kong. In view of his contributions to ipsn, Dr. Leung received his honorary award from ipsn in 2014.

In terms of community services, Dr. Leung is the Honorary President of the Cosmetic & Perfumery Association of Hong Kong, a member of the Consumer Relations Committee of the Travel Industry Council of Hong Kong, a member of the Advisory Board for Asia Pacific Institute of Ageing Studies of Lingnan University of Hong Kong, and an advisor of the Community Care and Nursing Home Workers General Union of Hong Kong. He is also the Resident Advisor of the China Planning Institute on Ageing of the Ministry of Civil Affairs of the People’s Republic of China

Ms Chung Chi-ching, Leah

Director (Hong Kong, China)

Ms Chung Chi-ching, Leah is the Assistant Executive Director in Headquarters (Industry Partnership).  She oversees the industry Training Boards which advise the Vocational Training Council (VTC) on matters pertaining to manpower training to meet industry development needs.  She also leads Recognition of Prior Learning, Vocational Assessment and various Training Schemes.

Ms Chung was previously the Director of External Relations Office and responsible for managing VTC’s public affairs and external communications.  She had played a strategic role in the revamp of VTC brand in 2007; refreshing the corporate brand to stay relevant in the changing market as well as renewing the connection with both internal and external stakeholders.

Ms Chung holds a Bachelor of Arts (The Chinese University of Hong Kong) and a Master’s Degree in Business Administration (Australian Graduate School of Management).

Anne Millar

Director (New Zealand)

Anne Millar is an extremely successful Auckland based hairdresser and a valued member of the HITO Board. She has been an outstanding member of our industry for more than 40 years, running salons and training hairdressers over that period.
Anne is also a HITO Ambassador and an Industry Assessor. Anne runs assessments for hairdressing apprentices all over New Zealand, ensuring all apprentices meet the standard set by HITO when performing hairdressing skills, Anne has been an active assessor for over 25 years.
Anne is passionate about helping the hair and beauty industries to train and practice to the highest standard. She actively encourages young hairdressers to gain their qualifications and supports experienced (but qualified) hairdressers through the qualification process. For Anne, creating an international standard and pathway for qualified hairdressers and beauty therapists is of paramount importance.

Jeanette Allen

Director (Australia)

Jeanette Allen was the Chief Executive Officer of Service Skills Australia between 2004-2014 with the responsibility and management of the skills and workforce development activities of the Skills Council. Jeanette took a leadership role in the development of the international recognition as an inaugural member of the ipsn and Chair of the ipsn for four years. Jeanette resigned from Service Skills Australia in 2014 and subsequently from the ipsn.
Jeanette was appointed as a Director of WorldSkills Australia in 2005 and appointed Chair of WorldSkills in 2007 a position she held until 2012 and continued her commitment to and support for WSA as a current Board member.
Jeanette Allen re-joined the ipsn as a Board Member in 2016 representing WorldSkills Australia.
Jeanette’s commenced her working life as a hairdresser, owning 2 salons in Queensland, with a Diploma of Teaching became a hairdressing teacher with TAFE and then after a decade moved into the private sector. Jeannette was the inaugural Winner of the Australian Training Awards “Leadership in Quality” award.

The only cosmetology group under the jurisdiction of the Ministry of Education in Korea and it is an NGO that is in charge of cosmetology education program development and distribution.

Dong Yoon Lee

Deputy Director Global Employment Management Bureau Human Resources Development Service of Korea Ministry of Global Employment and Labor

Government organization under the jurisdiction of the Ministry of Labor in Korea, it is in charge of establishing and closing national licenses for the services and technical industries in Korea, and it is also in charge of human resource exchange with various other nations and of training.
